SUBJECT: Policy 31 – MMOF grant for the Sinton Trail Crossing at Centennial Blvd Project
In July 2022 and in accordance with Board Policy 31, the PPRTA Board approved serving as the applicant on behalf of the City of Colorado Springs for a State-funded, Multimodal and Mitigation Opportunity Fund (MMOF) grant for the Sinton Trail Crossing at Centennial Blvd project. The project would reconstruct the Sinton Trail underpass to improve safety and connectivity. The project is estimated to cost $6,145,450 with $3,072,725 funded by MMOF. The grant was awarded and the grant funds are intended to be applied to the City’s Sinton Trail Improvement Program. The remaining funds needed for the project (local match) are included in the City’s current budget.
To receive the awarded funds, PPRTA must enter into an Intergovernmental Agreement (IGA) with the Colorado Department of Transportation (CDOT-PPRTA IGA). PPRTA must also enter into an IGA with the City of Colorado Springs to establish project specific details per Policy 31 (City-PPRTA IGA). In accordance with Policy 31, the City is responsible for all staff time, costs, labor, and materials required for complying with all State grant requirements, filings, and reporting; therefore, the City intends to use internal legal counsel for the IGA review to the greatest extent practical and will pay for necessary PPRTA legal review. The City and PPRTA legal staff have completed their review and redline of the both IGAs. The redlines are returned to CDOT and the City for final incorporation into the IGAs and routing for signature.
The City requests the Board approve the CDOT-PPRTA IGA and the City-PPRTA IGA. The City also requests the Board approve a budget allocation of the $3,072,725 in MMOF funds to the City’s Sinton Trail Improvements Program budget upon execution of the IGA.
Since the IGA signature approval is routed for digital signature via DocuSign, the PPRTA Board may consider delegating signature authority for the IGA to Board Secretary, Rick Sonnenburg.
