Project Description: The PPRTA II ballot identified an “A List” project to widen Black Forest Road to a four lane Principal Arterial cross-section from Woodmen Road to Research Parkway, including a new bridge over Cottonwood Creek. The existing and proposed development in the City and the County require more capacity on Black Forest Road than the current two-lane section provides.

In October 2021, the City released a Request for Proposal for construction management and inspection services. Five proposals were received, and Basis Partners was selected. The PPRTA Board approved a consultant contract with Basis Partners for $2,172,375 on January 12, 2022. The contract duration was set for 24 months. Construction began in April 2022 and was expected to be completed August 2024.

Change Order 1 to extend Basis Partners construction management contract until September 2024 was approved by the PPRTA Board on April 10, 2024, for $458,960.00.

The current construction schedule has construction completed by December 2024, with project closeout finished by May 2025. This change order will extend Basis Partners construction management contract until May 2025 to complete project closeout.

The City requests the PPRTA Board approve this change order with Basis Partners for $103,780.00.
