Project Description: The Circle Drive Bridges project is a PPRTA A-list Capital project. The four existing structures were constructed in 1963 by the Colorado Department of Highways. They convey Circle Drive over the Pikes Peak Greenway Trail, Fountain Creek, Las Vegas Street, Union Pacific and Burlington Northern & Santa Fe rail lines, the Fountain Mutual Irrigation Company canal, and Hancock Expressway. The Colorado Department of Transportation conveyed ownership of these structures to the City of Colorado Springs in 2007. The City has been making regular repairs to the bridges to keep them in service since then.

In 2018, the City initiated an alternatives comparison study to determine whether rehabilitating or replacing the structures would be the best long-term solution. The study considered the following factors: ability to meet current design loads, initial capital costs, short term and long-term maintenance costs, ability to accommodate adequate bicycle and pedestrian facilities, construction duration, ability to accommodate future transportation system plans, and many other factors. A life cycle cost analysis was also performed to provide insight to not only the comparison between rehabilitation and replacement but also an “off alignment” replacement alternative that would allow all four lanes of Circle Drive to remain open during construction. The alternatives comparison and life cycle cost analysis concluded the “off alignment” replacement alternative was the best value to the City and least impactful to the traveling public.

On February 11, 2022, the City released a Request for Proposal for construction management and inspection services. Two proposals were received, and Benesch was selected.

This contract provided the initial effort for construction management and inspection services for the Circle Drive Bridges Replacement project. The initial scope of services and fee was based upon an estimate of approximately 18 months of professional services, 6 months of preconstruction services and 12 months of active construction services. It was anticipated the actual contract duration would need to be longer and that a following change order would be necessary to incorporate the estimated balance of services required to provide services for the full duration of the construction phase of the project.

The construction of the project was awarded to a qualified contractor in September 2022. Shortly after execution of that contract, the UPRR and BNSF railroads unexpectedly reinitiated the Construction and Maintenance Agreement necessary for construction activities to commence. That action postponed the start of construction activities. Construction was able to physically start in November 2023 and has continued to the present time. This change order incorporates the balance of construction management and inspection services for the currently anticipated full duration of the construction of the Circle Drive Bridge Replacements.

The City requests the PPRTA Board approve this consultant contract with Benesch for $1,470,077.00
