Re: El Paso County 2025 PPRTA Proposed Budget

El Paso County is pleased to submit its Proposed Budget for the 2025 Capital and Maintenance Programs. The 2025 Projected PPRTA-3 (2025-2034) Revenue Budget allocated to the El Paso County Capital Program is $23,122,539. The 2025 Projected Revenue budget allocated to the El Paso County Maintenance Program is $16,256,041. The projected 2025 carryover for PPRTA-2 (2015-2024) projects is $111,652,887.

El Paso County Maintenance Program

As in the past, El Paso County’s maintenance program includes the following work items: concrete improvements to curb, gutter, and sidewalk; pavement maintenance to protect and extend the life of paved surfaces including overlays, slurry, micro-surfacing, and chip seals; gravel road maintenance and rehabilitation; striping, shouldering, patching and other maintenance needs, such as signal maintenance. The process for prioritizing paved roads for repair and rehabilitation will remain a cost benefit analysis per our Pavement Management System (PMS), which annually evaluates the entire paved road network and prioritizes based on cost-benefit algorithms. It is estimated that the County will carryover $2,150,000 into calendar year 2025 as work is completed.

El Paso County Capital Program (2015-2024)

2024 was the tenth and final year of revenues for the PPRTA Capital Extension projects that were approved by the voters to start in 2015. As a result, El Paso County is budgeting no new funds for 2015-2024 Capital Program, however a 2024 carryover in the amount of$111,652,887 is expected. The bulk of the carryover funds come from the Academy Boulevard project ($40M), the Beacon Lite project ($21.4M), the Highway 105 project ($19.2M), and the Eastonville Road project ($16.8M). As more Capital Program 2015-2024 projects continue to advance in construction and more projects are completed the future carryover amounts will continue to decrease. Below is a summary of the 2024 carryover amounts:
