Galley Road over Sand Creek Bridge Replacement
Description / Scope
The Galley Road Bridge was built in 1965 and replacement is needed since this bridge is both too narrow for the roadway and hydraulically inadequate. FEMA floodplain mapping shows the road overtops, and there have been reports of overtopping by 3-4′ in recent years. The recommendation from the alternatives analysis is to widen the road and build a new, deeper concrete box culvert with drop structures to provide adequate capacity in the channel. The replacement approach is for the bridge to be widened to match road section on either side of the bridge. The West Fork of Sand Creek channel invert will be lowered to provide adequate room for flows. An at-grade, pedestrian actuated traffic signal will be provided for the trail crossing at Galley Road. Aligning with the project timeline, the water utilities main in the area will be updated.

Roadway Safety and Traffic Operations – Phase 1 (City-wide)
Description / Scope
This capital program includes analysis, study, engineering and construction of intersection and corridor “spot” improvements to mitigate existing safety and traffic flow deficiencies. Proposed projects of this type will include the construction of traffic signals, roundabouts, auxiliary traffic lanes, traffic calming features, incorporation of multimodal enhancements, and other lower-cost geometric improvements. These projects may also install guard rail, construct/reconstruct medians, and install traffic control devices where warranted to improve traffic operations and safety.
The City’s Comprehensive Plan, Intermodal Transportation Plan (ITP), and the Complete Streets Policy strongly recommend streets be designed to accommodate safe and efficient pedestrian access. There are many locations in the city where safe and adequate pedestrian travel and access are not provided. Proposed pedestrian improvements will continue to construct missing pedestrian connections along transportation facilities, schools, and neighborhoods and will follow the Operations and Maintenance Division quadrant approach to improve safety and develop/implement improved pedestrian connectivity.

Appendix B
City of Colorado Springs Pikes Peak Rural Transportation Authority
2025 Maintenance Program
Maintenance Budget: $38,489,155
The City maintenance program preserve the service life of existing infrastructure assets and includes the following work:
Capital Project Maintenance: Addresses on-going maintenance of PPRTA-funded Capital projects, including landscape improvements, slope stability features, annual irrigation, and retaining and sound walls.
Bridge Repair and Maintenance: Addresses existing and continual maintenance activities on the City’s 228 major bridge structures (greater than 20 feet In length) and 231 minor bridge structures (between 4′ and 20′ in length}. Since the beginning of PPRTA in 2005, the funding provided by PPRTA for bridge maintenance has been invested to address several types of maintenance efforts. Results of this investment have enabled the City to move its efforts from mostly emergency response to a deliberate and planned bridge maintenance effort. The benefit to the community includes improvements in safety and a reduction in the loss of the use of bridges.
Safety and Traffic Operations: Addresses sign and signal maintenance, pavement markings, school safety improvements, streetlight maintenance, traffic safety and congestion mitigating projects and roadway safety planning and improvements.
Roadway Maintenance: Addresses pavement overlay and reconstruction with traditional asphalt and other innovative materials, and alternative treatments, such as chip seal, slurry seal, and wide crack seal. Includes pothole patching, crack sealing and minor roadway repairs. The pothole and crack seal activities are executed with the help of contract staff from temporary employment agencies using leased-purchased equipment. This also includes replacing deteriorated public curb and gutter, sidewalk, alley aprons, cross-pans and storm sewer pipes in conjunction with the City’s annual resurfacing program and citizen requests. Addresses high priority locations involving safety or other issues, including short sections of missing sidewalk in key pedestrian corridors, such as near schools and transit stops, replacing non-standard or deteriorated existing ADA ramps, as well as constructing new ramps where none exist. May also address retaining walls and other public structures within the right-of-way that may impede or jeopardize the traveling public.
