Project Description: The City of Colorado Springs is working to complete the design and construction of the Marksheffel Road improvements from North Carefree Circle to Dublin Boulevard.

The unimproved two-lane road section of Marksheffel Rd between North Carefree Circle and Dublin Blvd currently experiences systemic congestion, delay (particularly at the Dublin Blvd intersection), and high crash rates (particularly at the Stetson Hills Blvd, Barnes Rd, North Carefree Circle intersections). Both the City and County receive consistent contacts from citizens inquiring about plans for improvements or requesting Marksheffel Road improvements receive prioritization.

Final design and right-of-way acquisition for Marksheffel Road has been underway since July 2021, with construction cost estimates being refined and updated. As construction funding was not anticipated to be available until 2025, the City and its design consultant began analyzing the feasibility of an early construction package which could begin in 2023. The analysis showed constructing Marksheffel Road and the Barnes Road intersection would provide great benefit by relieving congestion and improving safety as development east of this intersection continues.

The Construction Manager/General Contractor (CM/GC) delivery method was chosen. The City advertised a Request for Proposals (RFP) on October 27, 2022, for the Marksheffel Road Improvement Project CM/GC Services. RFPs were due on December 6, 2022, and six proposals were received. Kraemer North America was selected.

The City has been and intends to continue awarding various construction packages to this selected contractor. The following summarizes the construction approach:

  • Construction Package 0 – Relocates the 20-inch Cherokee Water District waterline, constructs the eastern portion of two concrete box culverts (CBCs) for stormwater outfall, constructs a water quality pond, and initiates some of the roadway work necessary for full corridor roadway improvements.
  • Construction Package 1 – Construction of Marksheffel Road from North Carefree Circle to Tamlin Road, including full reconstruction of the Barnes Road intersection.
  • Construction Package 2 – Completes construction for the remaining Marksheffel Road Improvements north to Dublin Blvd.
  • Construction Package 3 – Construction of Dublin Blvd from Peterson Rd to Marksheffel Rd.
