2025 Annual Report – Message from the Chairs

Dear Citizens,

The Pikes Peak Rural Transportation Authority is your program, existing only because voters decided to dedicate your hard-earned tax dollars to improving regional transportation infrastructure. In the following pages, we report to you exactly how the dollars you have entrusted to us were used in 2023. Accountability is an important part of the PPRTA. Administrative costs in 2023, capped at 1% by the voter-approved ballot measure, were kept well below this amount, to 0.35% of revenue.

In 2023, the PPRTA spent nearly $138 million on projects and regional transportation in the community. The improving economy in 2023 generated increased sales tax revenue which helped us make further progress into our capital projects list, maintenance work, and transit services. That’s local money invested directly into our roads and transit system, creating jobs for our neighbors, and improving the efficiency and safety of the roads and bridges for the citizens of the Pikes Peak Region. Those dollars also maintained existing roads, extending their service lives and saving us money in the long run, made extending evening and weekend service possible for some of Mountain Metro Transit’s routes, and built the projects you will read about in this report.

We were also excited to see continued steady progress this year on the second 10-year list of capital projects which began in 2015, after the voter-approved ballot measure in November 2012. We are proud to say that all PPRTA-2 capital projects are either completed, under construction, or in design. We are especially pleased with the excellent progress we are making on several of our larger capital projects, namely Highway 105, Black Forest Road, Marksheffel-North, the Circle Drive bridges, Academy from Bijou to Airport Road, Academy from Fountain to Proby Parkway, and Academy from I-25 to the Bradley Road ramps.

We were extremely pleased that in November 2022 our voters again approved—by nearly an 80/20 margin—another 10-year cycle for our capital projects program beginning in 2025 and going through 2034. This will ensure that a long list of transportation improvements will continue to be constructed in the region for many years to come.

We always want to hear from you about the PPRTA and how it is doing. Our meetings are open to the public and we encourage you to stop by, drop us a line at PPRTA@ppacg.org, or read about projects, spending, and more at www.PPRTA.com.
